What is a TM44 inspection?

A TM44 inspection is a mandatory assessment of air conditioning systems with a combined cooling capacity of over 12kW. The inspection reviews the efficiency of your system providing recommendations to reduce energy use and carbon emissions.

What is the overall purpose?

The regulations implement the Energy Performance of Buildings Directive (EPBD), which aims to improve building energy efficiency and reduce carbon emissions across Europe.

Why do you need an inspection?

TM44 air conditioning inspections are a legal requirement in the UK under the Energy Performance of Buildings (England and Wales) Regulations 2012 and, in Scotland, the Energy Performance of Buildings (Scotland) Regulations 2008.

CIBSE Guidance

CIBSE provides the recognised UK guidance for air conditioning inspections and is the accepted compliance route. The guidance requires inspections every five years by accredited TM44 assessors, with reports published on the official government register.

3. Inspection Report
Lastly an inspection report is prepared line with CIBSE guidance, followed by lodgement of the report on the official Government Register which details the official certification in compliance with regulations.

Fines for Non-Compliance

Fixed Penalties

A fixed penalty of Â£300 is typical for non-compliance, with an additional Â£200 fine if a report cannot be produced when requested.

Increased Penalties

New regulations under the Energy Act 2023 are increasing penalties to Â£800 per offence, with potential for additional £200 fines for continued non-compliance.
